After the well received first in-person capsule course and second in-person capsule course 
on "National Building Code 2016 - Accessibility in Buildings & Built Environment" in July and Nov 2023 at National Institute of Training on Standardization (NITS) Noida, India,  here we come with 3rd Capsule Course on the subject.

CABE Foundation is happy to contribute to this capsule course being conducted by the Bureu of Indian Standards. You are invited to attend this Course scheduled to be held as per the details hereinbelow:

Who should attend?
Professionals and officials involved in land development and building construction whether in ULBs or Development Agencies or Private Players, establishents- whether governement or private. All those concerned with city planning, building regulation, and planning, design, construction and maintenance of buildings and built assets and facilities;  Teachers/Faculty of architecutre, civil engineering, design, urban planning, construction engineering etc.;  professional architects and civil engineers, persons with disabilities wanting to be self advocates and NGO leaders working in disability space. The course will also benefit those interested in accessibility in buildings and surveying the usability of the building for persons with disabilities and other diverse usergroups from the perspective of Universal Design or carrying out retrofitting in existing buildngs to make them accessible.  It will also help DEI professional, consultants to ensure that built environment meets the needs of diverse usergroups at the workplaces.

National Seminar in hybrid mode on “Breaking Barriers: Universal Design for Accessibility in the Built Environment” by BIS on 13 June 2023 (With Post Event updates)

Dear Accesssibility Enthusiasts,

As you are aware, Bureau of Indian Standards (BIS), is the National Standards Body of India, which is inter alia responsible for promotion of harmonious development in standardization and matters connected therewith, both within the country and at international level.  In line with its mandate, BIS is engaged in the establishment, publication, review and promotion of the Indian Standards, in relation to goods, articles, processes, systems and services.

Accessibility in the built environment refers to designing and constructing buildings, public spaces, and infrastructure that can be accessed and used by persons with disabilities.  Creating an accessible built environment is essential for addressing needs of older adults and persons with disabilities, promoting social inclusion, upholding human rights, supporting the economy, and meeting legal requirements.

Recently, the draft for revision of IS 4963 “Requirement for Accessibility in Built Environment for Older Adults and Persons with Disabilities” (Second Revision) has been issued in Wide Circulation.  This document is an important guideline for architects, builders, and policymakers in ensuring that buildings and public spaces are accessible to older adults and persons with disabilities.

To sensitize the sensitize professionals, government organizations, academia, NGOs, accessibility specialists, important private organizations working for the welfare of elderly people and persons with disabilities and seek comments on the wide circulation draft, we are glad to invite you to this National seminar on “Breaking Barriers: Universal Design for Accessibility in the Built Environment”.  The seminar will highlight the importance of addressing the needs of elderly people and persons with disabilities in building construction.

In the Seminar the improvements and developments to the provisions existing in the National Building Code of India 2016 (Part 3 - Annex B), particularly the revision of IS 4963 will be disseminated, and interactions held.

Capacity Building Workshop at Chandigarh on 'Inclusive Library-A digital and Accessible Library for All'

Inaugural session of the WorkshopAccess to Libraries is an important area of intervention especially in this age of technology where STEM education is increasingly being chosen by blind and visually impaired students among others. Physical access to schools and libraries too is equally crucial for children with disabilities and convenient for other students. We need more sensitization among schools and educational institutions.

Workshop schedule of Day 1We contributed to this crucial two day Capacity Building Workshop on "Inclusive Library-A digital and Accessible Library for All" on 28 April 2023 at Sri Guru Govind Singh Public School Sector 35B Chandigarh as resource. The school, the GIEN (Global Inclusive Education Network), Centre for Disability Studies and Action, School of Social Work, Tata Institute of Social Sciences, Mumbai (TISS, Mumbai), DAISY Forum of India (DFI), National Associated for the Blind, Delhi (NAB), and Brotherhood, Delhi, collaborated together to organise a two-day capacity-building workshop for the librarians, special educators, counsellors and IT professionals of schools (Primary, Middle, Secondary and Senior Secondary), special schools and universities.

Mr. Subhash Chandra Vashishth conducted two sessions during the workshop - one each on - Legal framework on Obligations of educational institutions & libraries towards persons with disabilities, Access to ICT products & services and on How to ensure Physcial Accessibility in Schools & Libraries. Attendees were Teachers, Special Educators, Librarians, Counsellors and IT Staff from various schools, Universities and Special schools from North India. Interesting take aways from the exercise.

CABE conducted an Access Sensitisation Workshop for North Municipal Corporation of Delhi

On an invitation from the North Municipal Corporation of Delhi, CABE Team today organised an Access Sensitisation Workshop for the Senior Engineers and Architects of the North MCD in presence of the State Commissioner for Persons with Disabilities Sh. TD Dhariyal. Incidentally, the North MCD is also facing notices from the Court of State Commissioner for inaccessibility of sidewalks, street infrastructure, public toilets and office buildings. Hon'ble Delhi High Court has also made strong observations in a public interest litigation filed by Sh. Nipun Malhotra against different civic bodies. The training was organised in this context so that the concerned officials were sensitised and trained on the mandate of the Rights of Persons with Disabilities Act  2016 and the accessibility requirements under the law and guidelines.

The Rights of Persons with Disabilities, 2016 and the Rules notified by the Govt. of India thereunder require the Public Authorities to meet the mandate of accessibility in public infrastructure and transportation within five years of the notification while for organisations (both private and public) need to make their services accessible within two years of the notification of the Act. It has already a year since the law has passed and the ground reality presents a grim picture. Unless the municipalities and Urban Local Bodies (ULBs) immediately incorporate and adopt an Action Plan / Strategy Document for achieving the mandate of accessibility for the areas under their jurisdiction, it will be too late.

The RPWD Act 2016 presents an opportunity before the ULBs and developmental agencies to adopt Accessibility Plans for their areas for time bound implementation to promote inclusive communities in addition to smart cities. The time to act is now, before it is too late.

Invitation for a 2-Day National Workshop on National Building Code of India 2016: 20-21 Feb, 2018 at Vigyan Bhavan, New Delhi

The Bureau of Indian Standards (BIS), as part of its efforts towards ensuring safety and sustainability of buildings and built environment, has been continuously working towards formulation and revision of Indian Standards on diverse areas impacting quality and safety of construction.  In this direction, BIS has revised the National Building Code of India (2005 version) and notified the latest version National Building Code of India -2016

In order to disseminate information about the the Code, BIS jointly with the Indian Buildings Congress (IBC), New Delhi, and in association with Central Public Works Department (CPWD), Ministry of Housing and Urban Affairs, is organizing a 2-day Workshop on "National Building Code of India 2016" on 20 & 21 February 2018 at Vigyan Bhavan in New Delhi, India. It may be noted that the speakers indicated in the workshop program below are Conveners/Expert members of the relevant chapters of the Code who have contributed in the revision of NBC. Session II is dedicated to the provisions on Accessibility covered in the National Building Code.

About NBC
The National Building Code of India (NBC), a comprehensive building Code, is a national instrument providing guidelines for regulating the building construction activities across the country. It serves as a Model Code for adoption by all agencies involved in building construction works be they Public Works Departments, other government construction departments, local bodies or private construction agencies. The Code mainly contains administrative regulations, development control rules and general building requirements; fire safety requirements; stipulations regarding materials, structural design and construction (including safety); building and plumbing services; approach to sustainability; and asset and facility management.

3 Day Training Course on Accessible India Campaign for CPWD Architects conducted

Dear Colleagues,


CABE, India conducted yet another 3- day Full time Accessibility Training Program under 'Accessible India Campaign' for the Architects of CPWD at National CPWD Academy, Ghaziabad as a part of the "Foundation Training Program for Dy. Architects -2016 Batch & Special Training Program for Assistant Architects" during 24-26 April 2017.

A total of 30 Architects (19 Dy. Architects + 11 Asst. Architects) underwent the three day rigorous training program consisting of components such as Law & Policy Framework on Disability, Salient features of new Rights of Persons with Disabilities Act 2016, UN Convention on Rights of Persons with Disabilities, Disability Sensitization, Disability Etiquette, Anthropometry, Universal Design, Detailed study of Accessibility Standards followed by Practical Access Audits by Trainees & presentations of Access Audit Reports.

Invitation for 'Accessibility Training Workshop for Future Professionals' during 09-12 Dec 2016 at SPA Bhopal


Dear Colleagues & Design Students,


As you must be aware, the Accessible India Campaign (Sugamya Bharat Abhiyan) was launched as a nation-wide campaign to achieve universal access for persons with disabilities (PwDs) on 03 Dec 2015 by Department of Empowerment of Persons with Disabilities, Govt. of India so that equal access is provided to all, irrespective of age, ability and condition. To make inclusive cities a reality, it is very important for professionals to become socially aware and develop skills to address the related issues. 


To promote the objectives of the Campaign & to encourage understanding of challenges and opportunities for universal access in Indian cities, 'Centre for Human Centric Research' (CHCR) is organising “Accessibility Training Workshop for Future Professionals” at The School of Planning and Architecture (SPA), Bhopal (an ‘Institution of National Importance’, under MHRD, Govt. of India), for the students of architecture, planning, design, engineering and other related disciplines, from 9th-12th December, 2016. The workshop will give insight to universal access with focus on the implications of ability and disability on usability of the built environment, spaces, buildings, infrastructures and interfaces. 


Founder of CABE, Sh. Subhash Chandra Vashishth has also been invited to address the participants on  the Legal Framework on Accessibility and Universal Design and act as a Jury on the Design Competition.
